A plentiful and high quality food supply is the most important issue for a country after military defence of its borders. 2. Food production needs to be large scale to be effective - e.g. 1 landowner with 100 employees, not 100 individuals each trying to grow food through subsistence farming. / Under this system the business owner would be able to afford large efficient machinery. / Few people have the right personal attributes to manage a business successfully, these people should be in charge of large enterprises. 3. Land laws need to allow large scale farming. 4. To counter problems with this: 4.1 Make laws that prevent a person from accumulating large amounts of land and not working it. In a similar way to mining leases, if a person accumulates large amounts of agriculturally productive land, and does not work it, their land title should be fortieted so that someone else can manage the land. 4.2. Impose good minimum wages for workers.
